i only have eczema on my pinky; how to treat?

i’ve had eczema on my pinky finger for about 4 years, and it comes and goes every few weeks, but when it does come it gets really dry and i get a few scars and these scars continually open up in this cycle. it’s getting really annoying now because i dont want to waste bandages so much for such a small wound. i put on hydrocortizone cream every night and thats all my doctor says i need, but its not working! any advice/comments/help?
