You boil em, and put the rose water in the babies bath (cooled mind you). Give your baby an oz of it to drinkthoug before you put it in babies bath water. What I have found that works is using a thick, non scented lotion on the spots, especially after bathing, or whenever you notice the area to be dry. It hasn't completely resolved but has got a lot better, if I continue to apply the lotion. The doctor told me that it will usually resolve on its own by a year, but continue to use the lotion so it doesn't get out of hand. My son has eczema patches on his face.
